Subject: The Javits-Wagner-O'Day (JWOD) Program

1. Since its inception in 1938, the JWOD Program has provided employment for thousands of individuals with severe disabilities, enabling them to lead more productive and independent lives. The purpose of this memorandum is to reemphasize AMC's commitment to this worthwhile program and ask that you endorse this memorandum throughout your command including subordinate activities.

2. The JWOD Program is administered by an independent federal agency, the Committee for Purchase from People Who Are Blind or Severely Disabled, in partnership with two national nonprofit agencies that have been established to help administer the Act - NIB (National Industries for the Blind) and NISH (formerly National Industries for the Severely Handicapped). These agencies assist over 600 community-based agencies across the Nation in their efforts to employ people with severe disabilities on federal contracts under the JWOD Program. 3. Today, Americans with disabilities provide a large variety of products to DoD Agencies including many military unique items such as chemical protective suits, uniforms and first aid kits, as well as a wide range of office supplies and services. You are urged to think creatively about ways your commands can utilize the JWOD Program. Encourage your staffs to visit NIB/NISH workshops and attend national training conferences sponsored by these organizations. As commanders, it is through your leadership and personal commitment that we will successfully increase our involvement. Contracting under the JWOD Program will continue to benefit Americans with severe disabilities, and will also provide AMC with quality supplies and services delivered on time at fair market prices.
