Donna Hutchens
Donna Hutchens is a Procurement Services Team Leader in the Northwest/Arctic
Region of the General Services Administration's Public Buildings
Service. Ms. Hutchens has worked actively with the JWOD Program
for over 20 years and is, according to Committee Chairperson Dr.
Kenneth Oscar, "the kind of customer and JWOD advocate that reminds
us all of the spirit and dedication Dick Alley embodied."
Ms. Hutchens first became involved with the JWOD Program in 1979
when seeking a custodial contractor for a Federal building in Portland,
Oregon. Under Ms. Hutchens' direction, the Northwest/Arctic Region
currently partners with JWOD on 38 janitorial service contracts
and three administrative support contracts, including the operation
of the Regional Emergency Control Center, a project led by Ms. Hutchens
in 1999. Remarkably, over 90% of this region's custodial dollars
are dedicated to JWOD projects. These 41 contracts, with a dollar
value of approximately $9.7 million, have created 569,114 work hours
for nearly 275 Americans with severe disabilities.
Consistently supporting the JWOD Program outside of her region
by providing information to other GSA regions and Federal agencies,
Ms. Hutchens also participated in the creation of a market-driven
estimating process for custodial-based contracts. By supplying information
on the "social costs" of contracting with JWOD, the Northwest/Arctic
Region helped GSA establish an appropriate adjustment to the LMI
Performance Measures Industry standard for buildings cleaned by
JWOD-associated nonprofits-thus allowing JWOD to compete.
The Committee, which presented Ms. Hutchens with a JWOD Outstanding
Contributions Award in 2000, is proud to recognize her once again
with its highest honor-the E. R. "Dick" Alley Career Achievement
Award.
