MEMORANDUM FOR DISTRIBUTION

Subj: Javits-Wagner-O'Day (JWOD) Program

Americans with disabilities face an unemployment rate of nearly 70 percent. Since its inception in 1938, the Javits-Wagner-O'Day (JWOD) Program has provided employment for thousands of individuals with severe disabilities, enabling them to lead more productive and independent lives.

As October, National Disability Employment Awareness Month, approaches, we can be proud of the Department of the Navy's (DoN) long tradition of supporting the JWOD Program through its contracts, as we commit to continuing this support in the future. Through the JWOD Program, individuals with severe disabilities provide a wide variety of products and services. These include products such as clothing, office supplies and mattresses, and services such as shipboard/shore-based logistics, vehicle operation and maintenance, CD-ROM replication, publications distribution, document imaging and family housing maintenance.

JWOD products and services are available through streamlined acquisition methods. DoN contractors receive credit towards small business subcontracting goals through use of JWOD resources. More information is available at www.jwod.gov.

We must ensure that we properly procure mandatory items from JWOD in accordance with Federal Acquisition Regulation 8.7, and that we share ideas on how to fully utilize JWOD. RADM Justin D. McCarthy, the Commander, Naval Supply Systems Command, is the presidentially appointed DoN representative to the Committee for Purchase from People who are Blind or Severely Disabled, the Federal activity that administers the JWOD Program. RADM McCarthy and his staff welcome your ideas and are prepared to assist you in taking full advantage of the JWOD Program.
